Would that book happen to be FRUiTS? Well, there are a good few handfuls of japanese kids who dress as such. Most use it as escapism. I know I do. The shoes were surprisingly cheap. [well, in comparison to most other things in toukyou]. Thank you so much for your comment.
Fruits is a pain to get ahold of in Japan for some reason... there are many magazine issues out. Japanese street fashion is one of my obsessions. Look up EGL lolita. Let me know what you think. ^_~

Do you see a lot of people like this on the streets in Japan? Or did they have to look everywhere to get enough pictures for books like Fruits?

You have to know where to go. You can see people dressed as such in towns, but mainly the most alternative dressed people you run into are on trains, in harajuku (mostly), sometimes Shinjuku and shibuya. When you know where to look, finding enough pictures for a magazine like FRUiTS is pretty simple. ^_~;
